These videos are from Florida and are always taken at the inlets between the ocean and the intercostal waterways. They're quite narrow and you can get significant currents and big swells based on tide and wind even when conditions outside are relatively benign. Many of the boats are going out for the day fishing and have to go through the inlets to get there and back. The VHF aerials are laid flat on the coachroof to avoid fouling the fishing lines when using multiple rods, or when a fish on the line swims around the boat.
The key is usually to have enough speed to maintain control, but not too much. The boats that get into trouble are almost always going too slow and lose control over direction, or are heavily overloaded. Sometimes, they are just too small or underpowered to be out in those type of waves
