Yes it does.
I once had an issue where a bathroom fitting contractor failed to perform - which resulted in a 100% refund from Visa .
But I had to follow the instructions from Visa and try to resolve the matter with the contractor.

In this case consider a claim of 100% refund on the basis of no confidence in any of the goods and services due to the obvious flaws plus wrong parts . Indeed is Bruce is in a worse position than he was before he started in which case obtain quotes from competent others such as a Volvo Penta main agent or Volvo Paul or the like to restore the lost position which may mean more than a 100% claim

But above all else at all times remain calm and reasonable but at the same time determined and positive.
