How does the QHM know which abandoned boats are foreign-owned?

He could try asking around.Wizard from Gosport as in post 7 seems to have been able to find out.

If he can't determine the origin of boats within the harbour where some of the most expensive war ships in the world are housed & we are currently on a high state of alert because of terrorist activity it dos'nt bode well for their safety does it?

That is the very nature of things in our "free" society. While there are many bodies that might have a record of ownership of the boat, there is no compulsion for any form of registration, nor any central way of interrogating sources that might hold this information. However, pretty sure that if QHM wanted to make the effort they could find the owner.

Do you think that the absentee Spanish(?) owner is a security threat? Would think that the security services in Portsmouth are pretty clued up about real threats!

Then I can only suggest that you have very little knowledge of the harbour or you have mislaid your white stick.
Do you remember what Pompey Harbour was like in the 60's / 70's ? Before the marinas were built? Believe me it's like a nature reserve today compared to then.

I was'nt suggesting that the owner was a security threat just that the QHM Portsmouth would have to be pretty incompetent & it dos'nt really inspire confidence if he is in charge of all those warships & infrastructure but can't find out what locals can determine by asking around.

No I was'nt around then.I grew up in Bursledon & believe me that was much more lovely before all the development.......I now enjoy & cherish all natural environments before the masses finally necessitate the concreting over of the whole country.

Anyone know if there was a happy outcome to the boat that was stuck on the mud north of Fowley Island Emsworth for a few months after the gales early in the year in Chichester harbour. Always saw the owner trying to dig a trench and felt his pain. I'm hoping he got away with it lightly (apart from missing so much sailing).
Saw them successfully towing her off on the big springs on Monday 22nd August aided by Hayling Rescue. Seemed to be afloat well enough with no visible damage. Apart from a lost season of sailing and a fair bit of cleaning up to do appears to have got away with it.

I think you'll find the MOD (QHM) owns most of the wrecks in Portsmouth Harbour. Heres just a few...

That is the whole point. Why do you think they are incompetent and not on top of security risks just because they choose not do something about a small abandoned boat that represents no risk to either navigation nor the security of naval vessels, or indeed any shipping using the harbour.

Because foreigners, apparently.
