    I think you will find that there is contamination in the fuel tank. The aluminium tank can corrode inside leaving a sandy kind of powder in the bottom. The fuel filter is after the pump. Fit a decent fuel filter before the pump and it should sort it.

    The most common places for sea water leaks on these engines excluding the sea water pumps are exhaust elbow cracked, exhaust down pipe corroded, aftercooler matrix leaking, oil cooler leaking (early ones only).

    If one outdrive is not providing enough drive it is possible for it to kick up if the other drive is pushing the boat through the water fast enough.

    Sounds like the cone needs replacing to me. Check oil for water contamination before changing cone.
