I reckon you could get 34knts with clean botty and shiny legs. Trimmed properly, and not much luggage aboard, on a calm day. I find keeping the legs clean makes a big difference. The AD41s should be run for no more than an hour at full revs.
Sorry to disagree jerbro but I reckon you'd be v lucky to get 32kt
The early 33Targa was quite a good boat and I think they only ever claimed 30-32 kt when brand new. After 12 years of wear on the engines apart from weight, non-smooth hull, minimal prop roughness........
My answer was based on a rather large assumption the targa 33 would be quite similar to my portofino 34 in length, weight, engines, duoprops etc. Nevermind.

My Targa 33 - Cinnamon - always clean of bum and leg (in me dreams!) - but she was quite fresh back in from the dry at that point.
Twin 165 Volvo Pentas, about half a tank of fuel, 4 crew
Topped out at 26 SOG neutral tide on the Thames just downstream of the Barrier - heading downstream.
Port engine began to run warmer than comfortable after about half an hour so brought her down to 22 then 18 when things got choppy rounding North Foreland.
So - if I get 26 tops - 26 * 200/165 = 31.5 in theory! But try that kinda speed for any length of time, on anything more lumpy that a bathtub and reach for the sick bags!
Fastest cruise I've done is Eastbourne (Sovereign) 2 crew, brim full of fuel -> Dieppe - on a glass sea. 61 miles - 3.5 hours = 17.5 kts
