what is the best cloth for this ?
as the surface is horizontal it's going to get v wet and stagnate ?

My first thought would be the kind of canvas used for spray hoods and dodgers. I'd do my very best to avoid flat surfaces because they won't only get wet and manky outside, but are likely to trap moisture between the cover and the teak, which would be good for neither. Could you make some sort of tent arrangement by sewing in sail battens? That way, water will run off better and there'll be some air space underneath.
