Yes it's entirely public.
The rowing clubs have no claim over it despite their behavoir.
Parking is a challenge but on Sunday there are no restrictions.

There is also a proper slipway, adjacent to the bridge.
Probably better place to launch (subject to tides and size of your boat) as you have more space to manoeuvre, and wont be mixing with the rowing crews.

Note: Currently does not show on Google Maps, as the photo there is out of date, and still shows the tunnel workings, which are now complete.

I wouldn't use that one. Its very muddy with shingle on top of it so unless you are launching something very small its probably not a good option. We picked somebody up from there a week or so back and it had a fair bit of debris on it as well. On an ebbing tide its very close to Wandsworth Bridge abutments so you'll need to be on your A game.

What I would say is be mindful if it's springs or neaps. there are double yellows along that road and I used to park on the hard. If you get it wrong you may see your car float away on several Facebook pages and become a member of the Putney high tide club!

Happened a lot on the Twickenham side of Richmond bridge...
