I was a bit confused by that, too. Then I remembered that we are two nations divided by a common language. Further on I read "phosphate free soap" and that confirmed that we would have written "detergent". There is a difference.

Yes, that website is written for and by our American cousins; hence the soap reference (aka detergent) is not illegal in the UK.
