Personally I would expect the "floats" to be dry inside. Have you dipped it as to the depth of water.

Also what make of tri ?
Thanks will pump the water out..
Was unsure if water was used as some kind of counterweight as the caps look like something used to seal in water..
Ive attached images of the tri papers

The floats should be dry. Pump it out, check regularly. I daresay its rain water, getting in round your inspection hatch seals and suchlike.

Its my first boat and figuring it all out.
Will start off motoring in a lake until i learn how to sail, and get the mast etc up.

A classic. Very cool.

I have a Corsair F-24. Yes, you need to sail it. If folks are worrying you about the speed or capsize, just reef the sails. They are calm and still very nice sailers reefed, and quite forgiving.

Get to know the boat better and get some instruction - Tri's can be fast and powerful and its easy to go wrong if you don't know the basics. Monohulls use heavy weight in the bottom to keep the boat upright - as the wind pushes the sail to try and push the boat flat the heavy weight acts against that force . Trimarans are built as light as possible generally and use the armas (floaty bits at each side) to stop the pressure on the sail pushing it over - the wide beam created by putting the floats far out from the centre on stalks means that its much harder to push those floats under water and they keep the boat safe. They need to have air inside not water to be buoyant - so not only empty them, make sure they are not leaking at all so they don't fill up when you get in the water. If they don't have the required buoyancy it will be much easier for the boat to turn over.
