……..

At present we've emailed the RYA to get their view on what will be required and are also trying to find surveyors to get a quote for doing the RCD inspection. For a 26ft boat with no inboard engine, 1x 12V battery and only tactic electronics and a VHF we're hoping that it wouldn't be too expensive to get the inspection done.

If anyone knows any surveyors who do the inspections any contact details would be appreciated. As I mentioned above too, if anyone happens to be interested in a cracking 26ft cruiser racer that's trailerable drop me a PM too!
I don’t believe any normal boat surveyor can do any CE or UKCA certifications. Needs to be specifically accredited.
And you might need this to be done by an accredited company in the market being imported into.
I believe there is now only one company authorised to do boat certification in the UK - HPI CE Proof UK - Member Hpi-CE Proof UK accredited as an approved body to conduct assessments for the UKCA mark | British Marine

They are certainly the experts in this complex topic - albeit the recent effective abandonment by the Government of UKCA in favour of keeping using the EU CE scheme in the UK may have destroyed their business model?

Cheers. We'll get in touch with them!

Thanks for the confirmation, this is essentially the stage we're in now. The prospective buyer has asked Spanish customs what they'll require to clear the boat, and they've said the CE mark. We were wondering that, as the buyer was not fully aware of the boat's history, they may have missed something which would have "grandfather clause-d" the boat back into the EU without the CE mark.

You are fighting a losing battle, particularly with Spain. Although the EU law seems to say that pre 1997 EEA boats are exempt from certification, Spain and Portugal have their registration rules that require boats to be CE marked for their own compulsory registration. This problem arose even when we were members of the EU.

Doubt the RYA will help as they are only likely to have information on importing boats into the UK. As in post#21 Post Construction assessment will have to be done in the EU not here. It is likely the boat will be in CatC and unlikely it would meet the current requirements without significant modification. Just as a guide, basic issuing of the CE mark and preparing the documentation which will include the technical assessment and owners handbook is likely to cost a minimum of £1000

TBH unless the EU buyers are willing to take this on, I think you are best to forget it.

Thanks for the responses all.

We have the boat for sale in the UK, via Apollo Duck, this potential buyer is serious so we're looking into how we can arrange the sale. We also had another enquiry from Ireland but have come up against the same issue. If anyone here is interested we'd be more than happy to sell it in the UK!

Thank you for the information, the engine will be fine as either (1) we'll be selling her without one, or (2) we'll be selling her with a 2017 4 stroke outboard as she has no inboard engine.
