Is it legal in the UK to drive a boat with no license? If it is legal, is there any penalty in the insurance premiums or any other drawback?
If not, what licenses are requested?

No license is required (wrongly in my opinion).

Any form of trainining/licensing that you undertake can only have a beneficial effect on insurance premiums.

No! No licences required in the UK (thank god) I know loads of people who have various qualifications and I wouldn't go on the Serpentine with them. As regards Insurance it isn't compulsory but many if not all Marinas demand that you do have cover.
