Try 1 or 2 gunshop decoy ravens, crows or rooks- small boat; clip on spray hood, tall mast up on burgee halliard, on swivels if you can, so change posn with the wind. Worked for us for 4 years now in two different boats to keep the starlings off.
Saw a boat up Itchenor reach with a falcon- so got one from gun shop catalogue to ring the changes now and then; not used in anger yet; various types, flying or waiting. Sorting out how to mount it as different moulding base to others.
See how that pans out- sprayhood mount as tho' perched first then up mast
2 Ravens/Crows worked so well that pair of hooded crows nesting in trees nearby actually divebombed Hugin & Mugin on our old boat- we wondered where all the sticks and small stones were coming from (blamed kids on hbr wall!) until I was below one day when they attacked. the Corvidaii are very territorial thats why other birds roost clear- vide Rookeries. They work on egrets too, lots round us, swans too fat and lazy to roost- kip on slipway!
Owls nbg as other, even small, birds will mob them in daylight.
Chap near us had a flying owl hoisted- starlings ignored it= sh88ty decks etc.!
And in Falmouth I've regularly seen seagulls perching on top of the plastic owls. Mind you Falmouth seagulls are seriously macho - walking around the ground they'll face down all cats and most dogs.

actuaaaly, thats what one's village syndicate 'keeper does with vermin found on the shoot; stoats, crows, feral cats, ramblers, mountain bikers, chavs, etc.
Problem is most marinas run by townies and whinge about 20-30 gulls, starlings, PWC riders etc, hanging from ones taffrail. /forums/images/graemlins/shocked.gif

If it's too large to mount on your boat, perhaps it could be used for home defence. Should deter the chavs if they start swarming nearby.

Silly really, there are enough legal shotguns and rifles + ammo in this (very average)village to hold off about 400 chavs at once when meltdown comes. Thats not counting what the village "weekend bikers" have got stashed, plus one of the blacksmiths is an armourer, nice axes, maces, swords, all ornamental, what the chemists come up with for resupply, of course. Is Phosgene still an illegal war gas by the way?
