I actually got a response from Mr Ladyman's office - for what it's worth, here it is;

Thank you for your email dated 14 June to Stephen Ladyman concerning the introduction of alcohol limits for non-professional mariners.

As you are aware, on 13 June 2007, we announced our intention to bring into force alcohol limits for non-professional mariners and to create an exception for those persons involved in the navigation of a vessel which is less than 7 metres and is not capable of a maximum speed of more than 7 knots.

In introducing these measures we aim to prevent accidents and increase safety on our waterways and around our coast. Ministers believe this is an important step in protecting the safety and enjoyment of everyone who makes use of the marine environment. The measure is not aimed at stopping people enjoying themselves, and leisure mariners who act in a safe and responsible manner will not be affected by the proposals.

There will be a further public consultation on the regulations for the proposed exception when the Department for Transport will work with stakeholders, including leisure boating organisations, on the implementation of these proposals. You may also wish to note that the Government intends to consult on how to ensure that jetskis and other Personal Water Craft are within the scope of the legislation covering alcohol limits as soon as possible.

Yours sincerely
