The nationality of the beneficial owner has very little to do with the flag registry a vessel uses.
Check out how many dodgy old bulkers are registered in Liberia, then look at the number of Liberian bulker owners there are.

Can a flag state (in this context the UK) impound craft registered with its flag where ever they be, enlisting the help of local authorities ?

Check out how many dodgy old bulkers are registered in Liberia, then look at the number of Liberian bulker owners there are.
Yes, well understood, but I suggest that it is not legal to detain a vessel (unless it has deficiencies / debts) just because the beneficial owner is a national of a pariah state.
There are many British Flag vessels/yachts with Russian beneficial owners, are you suggesting that these should be detained?

Simply falsely accuse them of some made up offence under the Merchant Shipping Act. Board them, sieze the vessel and imprison any of the crew who object.

It's the new normal.

Financial Sanctions laws are much more far reaching and onerous than Merchant Shipping laws. Flag state of a vessel will be of little or no consequence.
The challenge will often be finding out the true beneficial ownership of a vessel, often buried through multiple company ownerships, some perhaps in the sort of tax havens that the UK has tended to show a blind eye to (not least as some rich UK residents use these to muddy their own waters)
