Check out how many dodgy old bulkers are registered in Liberia, then look at the number of Liberian bulker owners there are.
Simply falsely accuse them of some made up offence under the Merchant Shipping Act. Financial Sanctions laws are much more far reaching and onerous than Merchant Shipping laws.
