You will find a lot of information on Malta on my website - link below. Look under Port Reports for 2000 and you will find a report on Malta that was updated in 2002.
Just back from a 2 month cruise taking in Corsica, Sardinia, Sicily, Tunisia and Malta.
Malta was lovely and steeped in history and woud certainly warrant a visit even if you decide not to winter there.
We called in at Valletta Harbour Marina to get some prices which I will try and dig out for you.I remember that the summer daily and weekly rates were as expensive as the French Riviera which was a shame as the marina was less than half full in Mid August though the winter rates were much cheaper than France.
We ended up anchoring for 8 days around the corner from the marina in St Julians Bay.We tried the 'Blue Lagoon' for a night first but it was hard to see the colour of the water for all the boats anchored there so we moved on.
I would say Malta would seem to be a perfect place to winter.
Failing that there are some excellent places on Sicily and southern Sardinia (Not Cagliari) where you might find good connections via the cheap airlines.
With regard to Customs formalities - As Malta is now part of Europe we treated it the same as all the other Eurpoean islands we visited and nobody questioned us when we arrived or during our stay.
On the other hand when we arrived in Tunisia we flew the usual yellow quaranteen flag when we entered Bizerte harbour and were asked the moment we landed what it meant.Every other boat that arrived when we were there (25 or 30 boats - all French) didnt even have a quaranteen flag on board!
I think they like you to clear customs even if you arrive from Sicily but I have to confess we didn't bother. The marina at Taxbaix is pretty reasonable even in August, Grand harbour marina is pricy.
(sorry about spelling!)
