I read that he'd climbed onto the buoy from the kayak, which then got punctured in the process.

That last bit sounds plausible.

I think the Colbert Nord buoy would be much larger than the one in your picture, though. It marks the inside of a turn in the SW-bound lane of the Straits of Dover TSS, and the edge and N end of the very shallow Colbart bank.

That is absolutely correct, as the award is for ”removing onself from the gene pool” and as he survived and is still, presumably, of reproductive age, does not qualify.
There are, I believe, honourable mentions for those who do their best to comply with the requirements but fall short of the definitive removal. I don't much care what's wrong with the details of the story, ending up in your budgie smugglers on a buoy in the middle of the channel at the end of October gets my nomination for one.
