Another example of a reform not introduced, I suppose. Not that it would be particularly useful.

Actually their inability to collect it (because Greeks registered their boats in other countries; the USA and UK are popular flags of convenience) is really why it's a dead duck. That's one reason for the TPP (the "new" cruising tax - that still isn't implemented either). By making the TPP apply to all vessels of whatever flag they were guaranteed to catch the Greeks, of course the fact that they were going to catch all of us tourists too doesn't seem to have occurred to them.....
