I think it was recorded on a phone. I guess phone calls will sound similar. Also it looks like it was filmed through a cyberman's helmet eye hole. Perhaps would have been a good idea to rotate the phone 90 degrees. Still, it does appear to show some kind of a boat being launched, and then some people running up a beach. Facinating stuff.
