I have seen that happen to an ensign, from the deck of the saluted vessel. No offence was taken, but we did laugh.A small anecdote……steaming out the Scheldt on a rust coaster we put the pilot off and the skipper called to lower the courtesy flag,on pullin the flag halliard the entire flag and bracket decended to the deck

And another.. on one very breezy day on the Solent we picked plucked from the oggin an ensign staff along with the club ensign for the RAFYC. Initially we joked that the skipper would keep it in case he ever ran aground and would hoist it in place of his own ensign.A small anecdote……
