Here's something to think on :

in 2007 - I brought my UK built (1973 Sunrider25) to Latvia. Later because I no longer have home in UK - had to register on Latvian Ship Register ..... SSR (pt3) was not possible.
Registration went through easily and is for life. She now carries the Latvian Flag.
I am aware that SSR does not state Ownership ... but Latvian Reg'n does.

It has crossed my mind at times - that if I returned to live in UK ... brought the boat back ... what would be the situation ...

1. She was built in Poole in early 70's
2. Sailed South Coast / Solent till 2007 with SSR registration
3. Registered Latvian Flag about 2014 ... exact year I would have to check.
4. I am still a full UK Passport Holder with Right of Abode in UK. But registered non-taxable subject to return to UK.

Interesting .....

I have asked and since Brexit ... cannot get a definitive single answer. I have been told that should boat return to UK - it would be determined at that time.

Your1-4 are all irrelevant. It would be classed as an import for VAT. The test is whether a chargeable event has occurred. However you can then look for reliefs and you could be eligible for 2. The most obvious is Returned Goods Relief for which you are eligible because the boat is still in the same ownership as it was when it left the UK. The second is Returning Resident which could allow you to bring a boat you bought and used outside the UK into the UK free of VAT as part of your assets.

So in your particular situation nothing to worry about.
