I heard a BBC radio series recently that covered the J and J scandal about talc and asbestos mineral contamination.
I'm not sure it was a scandal, until the point there was documentary evidence that the, possibly specific, talc being used was the cause. I believe the legal action was restricted to the US. Others may have been concerned but took no action. One replacement was corn starch. A big user in the UK was Cussons though I don't know if they used the same talc source as J&J in America. America is big enough to have 'local' talc. Some of the UK's talc came from China some from Australia.

There are many fibrous products that merit investigation, for example ceramic, insulating, fibres. But its not only fibres, carbon dust generated at steel works is carcinogenic. It was a big problem about 40 years ago in Australia - but, as far as I am aware, did not rear its head in the UK - identical environment.

I don’t think you can buy talcum powder anymore, they are all made from maize starch now. So cheaper to just buy cornflour instead. I never liked to use it in bilges though as I was afraid of mould and cockroaches. The cheap blue paper roll sold in DIY shops works very well instead.
