It's Rule 23 in the COLREGS.

Vessel below 7m and speed under 7kts shall show an all round white light and sidelights if possible.

I assume you're talking about your nav lights and not your interior lights.....

It's Rule 23 in the COLREGS if you're under power.

Vessel below 7m and speed under 7kts shall show an all round white light and sidelights if possible.

Sidelights and sternlights under sail are optional for a boat that size, though you need to carry a torch or similar.

I assume you're talking about your nav lights and not your interior lights.....

I've been pondering this today whilst working on my mast. My boat is 6.8m, but I use it a lot. Therefore, I have decided to up my lighting to 12m rules, and have a masthead tricolour, with a steaming light forward on the mast. I may even have an all round white on top for anchor, although I will keep the hurricane lamp for my anchoring this season.
Interpretation I guess is that boats under 7m dont do much night work, and this reduces the burden. My take is that I want to be seen.

Minimum legall requirement is an all round white

However this gives other vessels no indication of whether you are underway or at anchor and no indication of which way you are heading.

If you sail in busy waters at night get a masthead tricolour for sailing or a bicolour /stern light / steaming light if you intend to motor as well.

Dont forget to turn off the steaming light when sailing .
