Doesn't look like wood to me. I take it that we're looking at steel. Sorry, but I've no idea what the greeny stuff is. Is it hard or soft?

Boat built 1982 and as far as I know has spent practicality all of the time on inland waters in the Netherlands. In retrospect I should have got him to chip off a sample.Compartment is dry. Bye the bye many thanks to all for the input.

It reminds me of the resulting gunge when a battery, even a D2 size disgorges it's innards when they go into melt down, especially if in contact with steel. Anything electrical hiding right in the stem touching the steel, is there?
I had an old steel Road Lamp with a big 9 volt battery in it that caused a very similar mess when I left it in a damp shed and went sailing for 2 years..
