There is a situation when the element was down to earth and you was on reverse polarity ,with no rcd it can hot up water even when switched off but I don’t think so .

Now that makes sense.
On our Princess, the ice maker was wired with the neutral to live - I couldn't understand why it kept blowing the RCD when the ice make failed.
Maybe PEJ's heater is wired in a similar way.
Heating elements are notorious for shorting to ground when they fail.
I keep spare heating elements.
