First to turn off is the weather sync which is a service rather than an app. There are many others. I too have run both along with windows mobile but clearly am more observant than your good self.
Some Android devices may have the default for Background Data Sync set on but no apps will use data until you configure them. In fact, on both the iPhone and Android, an app can ignore the sync settings and use bandwidth anyway though I don't know of an app that actually does this. The traffic for a Google-based weather app is so small as to barely register anyway. A service is simply a process running in the background and can be initiated by an App or the OS. If something is taking weather data it will be an App, possibly one installed by the manufacturer or the carrier.
