Just been looking at views from a S&R Aircraft - lots of whitecaps visible. Why would anyone have a white vessel and expect it to be easily spotted from the air. A good reminder to wear orange or bright yellow if it is possible to end up in the drink.

Some years a boat that lost its keel had black anti fouling and that was not easy to see against the dark blue of the deep ocean

the local safey authority considered white as the best colour

A number of ocean racing boats must have appendages and/or a part of the hull painted in hi-viz colours. The OSR also require an element of similar colour capable to be displayed on the deck/roof.
I had sewn a big square of bright yellow kite cloth with four eyelets, then I made my sprayhood with orange cloth :)

Who is the "marine safety authority"? Which country are you in?

Our marine safety authority is called SAMSA

New and pre owned boats, outboards and jetskis

The equipment required depends on the distance offshore you wish to go

Cat A is unlimited
Cat B up to 40nm
Cat C up to 15nm
Cat D up to 5nm
Cat E up to 1nm
Cat R is inland waters /rivers / harbours only

This applies to pleasure vessels as well as commercial

We also have to have a hull survey every 2 years

This costs us lots of money just for the inspection that is required by law

You guts in the UK are lucky in no inspections

Why do so many people think dark gray or blue wet weather gear is so cool to wear. Probably the worst colour to see in the water if anyone goes overboard.
To what extent is the gear actually visible to the helmsman coming to find you anyway? If it’s bad enough for wet weather gear it’s probably bad enough for life jackets and in that case you are looking for a big yellow bladder not the body legs arms which are below the water.
