Safety line throw bag??

Not a 'Throw Bag' but relevant to the matter of having a weight in it or attached to aid the distance achieved :

For many years - seaman have included a stone or in days of Nelson ... a musket ball or larger if possible in the centre of a Monkeys Fist ..... to give it support and weight.
Its been outlawed for years .... and in particular I can remember Aussie dockers cutting of Monkeys Fists if even a hint of a weight in it.
We ended up with small canvas sand bags .... absolutely useless .....

Best line thrower and what he achieved was a little Philipino guy .. AB on one ship where we were lightering Ultra Large ships in Gulf of Mexico .....

He would set up his coils .... main in left hand .... and a number in his right - same as any usual line thower. At first he had about 3ft of line hanging from his right hand - which he would start making like a helicopter above his head ... each time it passed 12 o clock ... he'd let out a bit more .... as it got longer - he would need to get his whole body into keeping that line rotating above his head .... WOMP >>> WOMP >>>> WOMP >>>> he would end up with about 15 - 20 ft WOMPING round ......... and then release ....... his aim was amazing .... he could get that line across the gap between the ships as they approached each other ... Never saw him fail ......
 
I have checked the website of the chandelry that my throw line, (similar brand to OP's), came from, and to my dismay found that they say in its description that; "......the line can be recoiled in the bag for re-use".
I have written to them outlining the reasons why they should change this, and specifically notify all buyers of this product regarding the vital importance of removing the line from the bag after purchase and re-packing it properly.
