Richmond and Teddington Locks

There is Tow Path Gossip about what is going to happen with the above locks.

This is the situation as of today:

There will be no change to the operation of Teddington Lock during 2008, but after that time there will have to be consultation based on usage during the Winter, Shoulder and Summer Periods. EA are cognizant of the need of users of the non tidal river to be able to transit Teddington to move through the OPEN Richmond Barrier regardless of the time of day or night.

The following is a statement from Alex Brown the PLA Putney to Teddington River Manager.

“The automated barrier installation process is still out to tender :

We would hope that the system would be installed by January/February, then there will be a probationary period (probably some months) where there will still be 24hr manning of the lock to ensure that everything is working. So I think it would be reasonably safe to assume that come the May bank holiday the lock will not be 24hr manned anymore, and will be 0700 to 1900. It will still be possible to go through the lock outside of these hours, but it will require 24hrs notice and cost £35. Without notice, boats will simply not be able to get through, as the lock is not operable by members of the public. This is particularly relevant to those inward bound, as there is nowhere to moor anywhere near the downstream side of the lock, unless they can get alongside the wall, which isn't very long. Clearly people will still be able to go through the barrier two hours either side of high tide as they can now.

I would advise your members that they need to keep an eye on NTMs, from February onwards!”

This will be reported both to the ATYC General Meeting on 16 October, and at the RUG 8 Meeting on 30 October.

It has been suggested that it costs PLA £400,000 to provide 24 hour service on Richmond Lock and they receive no income from recreational craft. There is no suggestion that they are seeking payment but that is the bold statement of their costs.

How on earth do they arrive at £400K additional costs to keep Richmond open during the night. If thats to pay the lock keeper, i'll do it for half that and save them £200K /forums/images/graemlins/grin.gif

I would be more concerned with who/what opens and closes the barrier 2 hours either side of high water.

It does mean that people will need to more careful and plan their trips properly. I'm always amazed at the number of boaters who have no consideration of tide times when going through, both incoming and outgoing.

Is the right of navigation any consideration here? If they effectively close the river, particularly with no safe waiting facility, isn't this a breach of a basic right?

Provision of boater operated controls would seem to be the answer.

Can you imagine the chaos with a boater operated lock, it's bad enough now with boats running aground having gone through the lock when there is only just sufficient water. They'd be going through with no water. /forums/images/graemlins/shocked.gif

The river is closed now at low water anyway. I thought the original idea was for it to be manned in daylight hours rather than stopping at 7pm regardless of light. /forums/images/graemlins/confused.gif

The first lock on the Merdway,Allington ,is basically dawn till dusk.
Outside those hours its 24 hours notice,always has been.

To All Consultees

Modernising Richmond Weir Operations

You may recall that we wrote to you in May setting out our plans for modernising the control systems for the weirs at Richmond Lock and inviting you to share your views on them with us.

We subsequently wrote again in September to feedback on the views of consultees and indicated that we expected the modernisation work to go ahead over the winter and spring.

Since then we have taken time, as any prudent organisation would do, to review the plans further before implementation. This final review identified a couple of factors, most notably security of our assets at Richmond, which had not previously been subject to adequate scrutiny.

After some fair degree of consideration we have decided that, on balance, these additional factors mean it is not currently realistic to implement the modernisation of the weir operations. The weirs will therefore continue to be operated manually by a member of our staff in Richmond Lock Keepers Cottage 24 hours a day.

One of the benefits of the proposed changes had been a projected reduction in the running costs of the Lock and Weir operation. We will not now be realising this benefit and will continue to incur the costs of staffing and running the facility. To ensure we bring in some revenue to help cover our costs we will continue to levy the standard lock operation charge on large (Class V) passenger vessels.

We are extremely grateful to all those organisations and individuals who took the time to respond to our consultation on the proposals. Ultimately we are comfortable that we have come to the right conclusion and your contributions have been invaluable in that process.
