Passage Plans

Heard on the radio the other day - Solent Coastguard - etc.. Passage Plan something like Cowes to Yarmouth - I couldn't believe my ears - So if the previous thread is right we can look forward to all sorts doing radio checks and passage plans.

Is it the law or just a windup?
If not:
Is this only a reg. for the Solent? Or is it now to be enforced for all ports/yachts/motorboats?
Who is the authority, the coastguard?
Will it be for all trips or only say 12miles+
If it is to be enforced what are the parameters..... e.g. will a GPS log be sufficient or will a manual log have to be kept.
If a passage plan is not done will it invalidate your insurance?
Can we get some answers

This is Euro drivel isn't it?

It's law from July apparently. But unless I get a letter from the European Commisioner come through my door then how am I to know about it?

Anyway - I intend to laminate an A4 print out which reads....

"Today's Plan...

Chichester to Bembridge, er no Portsmouth, or maybe Cowes, or there again if it's blowing the right way I'll go to Yarmouth, but then that might be full so I'll go to Lymington, ah, but I might also want to go to Buckers Hard depending on the conditions or it might get a bit rough so perhaps I'll turn for the shelter of Southampton Water and go to the Hamble."

I will then write the day's date on it each time as appropriate with a wipe off marker and bollox to 'em

Cant find anywhere where it says you have to write it down though. Or have I missed it.

I didn't see anyhing about writing it down either.

In essence, though, isn't this what we do every time we go out there? If we're not familiar with an area, we'll make a more formal plan, and make relevant notes, but if we're just going from Haslar to the Folly for the 10th time this season, we've already taken most of this into account, so all we need is a quick look at the weather, and off we go.

If we end up having to do it properly, though, and submitting plans, just wait till they start getting the route plans for all those mirrors, oppis and wind surfers. I don't see any exemption for them, either!

Does my lad with his radio controlled boat have to do one too?

I think it best if we all sit down with a tape recorder and do all our passage plans. Then call up the coast guards and press the play button........!!

Got a feeling that the Solent does not fall within the definition of "the sea" - but could be wrong. If not "the sea" then no passage plan needed. I think we should be told!

So to sum up this thread:
Do we or do we not BY LAW (in July) have to make a passage plan?
Does it apply to all Yachts and motor boats of any size?
What is the passage plan to take the form of?
Who will administer the law, if it is to be implemented?
Will there be fine's or other measures, JAIL, to inforce the ruling?
If no definitive answer is forthcoming from the powers that be, do we just carry on, as ignorance is not a defence, where would we stand if caught?

Can we at least get some answers from the RYA? (Or how about YM)

What the heck does that lot mean, its open to so much intepretation that its gobeldegookee IMHO

If I go to sea in a pedalo do I require a passage plan or will I be arrested for being stupid?

So what exactly is required for a passage plan BY LAW.

Have a look at MSN 1758(M) - Categorisation of Waters. The Solent is defined as Category D - hence not sea - thus the regs do not apply. However, once you head out past the Needles, that's the sea.

With respect to Brian, I cant see that the RYA posts do sort this out. As I understand it, small craft are not exempt but it is relevant to consider where you are sailing to. My understanding is the same as Tim's. If this is so then the Solent Coastguard message would have been unnecessary in law.
