I suppose it depends just where you are. I have lived and sailed in Holland for six years now, and I can honestly say that the next motoring cone I see on the Haringvliet, Hollandsdiep, Volkerrak and Grevelingenmeer will be my first. I bought one this year when we went to The Baltic, as I had heard that the German authorities were very keen on its use. However, we seemed to be the only ones who bothered. Likewise the "N" flag on the Kiel canal. Apart from large ships, ours was the only boat flying one.

What the Dutch are good at is anchor balls. Most small and very small fishing boats display one - all the time. Some are welded on.

did my ym exam, coming back through the harbour entrance, I put the motor on and asked a crew member to hoist the cone.

the examiner, a grizzled old master mariner, turned to another member of crew and said "he's not putting that bloody thing up, is he?"

when do you ever see either cone or ball on a yacht that does not come from one of the germanic countries?

May well be the case, although I didn't see it. Brian Navin's pilot and Macmillans almanac both said we needed it so we bought one before we left. We flew it going out but didn't bother coming back.

I use mine, in the med, because I know a guy who got fined £100 in France, because he wasn't and it's a requirement of the collision regulations. I can find lots of things to spend £100 on rather than subsidising the French. Plus why dont we just not wear ensigns and not use anchor lights and balls and not use the correct navigation lights or follow the other rules of the sea etc. etc. If you want to be a rebel, do it elsewhere, please. Not pointed at you Howard, by the way.

I have a book called Motor Sailing which was written by Dag Pyke. It isn't an old book so I'm sure it will still be in print. Its on the boat at the moment but if you have no luck PM me and I'll get the publishers details. It was a present but I think it was bought from Preston Marina if that helps
