Light dues (again)

I have seen several recent references to "light dues". Forgive my ignorance, but what are they, and how much do they cost ? What else does it cost to own a boat in GB, licenses, registration, etc ? I'm not trying to gloat, just genuinely interested.

Commercial/big ships pay fees towards the cost of bouys and lighthouses etc.

Small boats don´t.

The government´s thinking is to make small boats (private yachts) pay.

The problem is that they have no idea how many small boats there are or who owns them since there is no compulsory registration.

Costs paid to the authorities for owning a boat, registration, licensing etc are NIL. Since no registration or licensing are required.
Cost for owning a radio which you put on your boat are about GBP20.
