Yes but for the fact the RYA issue the ICC which is required to sail overseas.
I don’t have an ICC certificate and I’ve been sailing to destinations in Europe for years. From Sweden to Gibraltar and every country in between, including what must be hundreds of trips to the Netherlands and France. I’ve never been asked to produce a certificate of competence of any description even on the couple of occasions I have been boarded by French or Dutch Customs. So no, I don’t think you need an ICC to sail overseas. It’s a money-spinning scam by the RYA.

AFAIK EHICs are valid until they expire but no new applications are accepted. There is a new GHIC card you can apply for after or close to expiry but that apparently doesn't cover all destinations

As part of the Brexit bonus those EU citizens resident in UK (even if naturalised Brits) and their spouses and dependents are entitled to a new EHIC which covers all the previous countries including Norway, Iceland, Lichtenstein and Switzerland (ideal if you fall ill on your way to Dignitas!).
