I recently purchased a Icom m411 from a previous boat owner I have my own mmsi to input but I want to reset the radio does anybody have any ideas how to do this ??

You will need to take it to an Icom dealer or distributor to have the mmsi changed

I have the manual here but the issue I have is when Im on the int frequency I cant change channel but on the USA frequency I can

Given that you need to take it to an Icom dealer or distributor to have the mmsi changed, they will be able to check the channels are actually there and if not program/active the correct international set.
