Not necessarily poor workmanship, an error during construction, no doubt one of many. It could just as easily been an error of transcription or measurement, as "poor workmanship". It would be impossible to build such a complicated machine as an aircraft carrier without occasional errors. They know that, and factor in the cost of remedy in the price.
