How would ports and marina cope with the possible future scenario where red diesel is available to commercial vessels only and leisure boat owners have to buy more heavily taxed diesel (blue diesel perhaps!).

Many ports and marinas have one refuelling facility for both commercial and leisure boaters (ie red diesel) so would they have to install separate tanks and pumps for the new colour? Who the hell would pay for all this extra cost other than the boat owners...?

Simple really,

devise yet anover Govt: scheme where registered users would reclaim duty paid.
Of course there would be more forms to fill in, hundreds of civil servant jobs to check the returns and a computer system that was so complex that nobody could understand or operate it.

Easy peasy.

Simple, if they do a lot of commercial sales they stick to red, if they do little commercial they sell the other.
You then hope there is someone who sells the right colour near you.
Or they install new tanks for the new type, and charge £2 a litre to recover there costs.
Just think about the azone layer and dig deap.
