Honda 15 4t

I have a Honda 15 on a little ali boat and whilst she runs with throttle she won't idle. I am thinking idling jet - the obvious one. She wasn't used last year but I put fresh fuel in before starting her. I had a quick look under the cover but it all looks a bit fussy/tricky - plus I have been told that those carbs can be tricky to tune and set.
Anyone any experience of above. I have a good toolkit and am quite mechanical.
