Some of that old stuff will come off in big chunks by the looks of it so I'd go at it with an ordinary paint scraper to remove that, won't take very long. Then splash & dash. The Bahco scraper with a ball on is the best manual scraper I've used as well...

Yes it'll take even longer to scrape off the freshly applied coppercoat. Probably best wait a few years
