Please explain "at the top".
If the heater is mounted with its long axis vertical, the glow plug will be at the side and approximately in the middle of the length.
In the current arrangement, the hot air duct has to bend very sharply to reach its destination. With the outlet at the bottom, the route is much easier. The combustion exhaust has a much better route to the skin fitting as well.

It is no big deal to experiment but there would be some glassing involved and now is not the time for that!

if you look inside the case at the heat exchanger you will see the position of the glowplug,this must be positioned so its at the top whatever position the heater is mounted in.
