Have you tried holding down the settings button for a few seconds? Or at the same time as the OK one?
Are there no markings at all? Is it wireless?

Yes the up and down arrows change the temp.

That manual mode is very difficult to get your head around, where you control fuel and fan metering and easy to cock it up too. Much better to put it into automatic mode where all you set is the desired temp and leave it to do it's own thing. See last point 7 in regards to putting it into auto mode.
Also if you cant program it and think its a duff controller they can be had for pennies on fleabay

Check out afterburner, it's an Australian made controller for chinaspachers and may make life easier.
