Have I got this right - on returning to the UK, you can't land until you've posted the C1331, but can't post it without landing (unless you have stamps on board and can hail a passing ferry or work boat to post it for you - so very 1920s)?

not quite correct - you call Yachtline 0300 123 2012 on arrival and give them crew and boat details - they then either say wait on board until one of us arrives (very very unlikely) or say fill out C1331 and post it off as you leave the boat...

no …you phone ahead to the Yachline when in U.K. territorial waters and speak to someone who gives you clearance over the phone after asking the questions on the C1331 …when I asked him if I still needed to posted form he said no, but when I pointed out that the gov.U.K. Site said i did he said well if it says that you better send it.

he was clear that he was giving us full clearance over the phone and we did not need to fly a Q flag on arrival

What the web site says is you fly Q on entering UK territorial waters - 12 miles off. It may well be possible to call Britline on entering territorial waters but the gov site says on arrival at port/marina. However I don't think the details are very important - they can always say call back when you arrive

It all sounds like a huge improvement over the old system.
That is the old system. It's been in force for yachts arriving in the UK from outside the EU for many years. And applicable to (but widely ignored by) those arriving from the Channel Islands.
