In this offering it includes a hand pump that fills the bottleI’ll add that you may have problems getting it filled by UK dive clubs. The cylinders will have to be certified and the dive club guys may not be too keen if you have no diving qualifications

The description says max 200 bar ( which is 2800psi) & breathing time of 5-8 minutes.Filling is done using the supplied manual pump which is meant to achieve that target. Go into the link given above & look for yourself .Does not say you have to get to that pressure. Only that it is the max pressure. 2 different thingsDoes it actually say that you can get to 200 bar with the hand pump ?
They are expensiveI always thought these were a good idea for hull inspection, cleaning etc
