Annex C concerning means of transport starts on page 96 and includes Article 4.1 saying "The fuel contained in the normal tanks of the means of transport temporarily admitted as well as lubrication oils for the normal use of such means of transport shall be admitted without payment of import duties and taxes and without application of import prohibitions or restrictions."
Means of transport are defined as "(a) the term "means of transport" means : any vessel (including lighters and barges, whether or not shipborne, and hydrofoils), hovercraft, aircraft, motor road vehicles (including cycles with engines, trailers, semi- trailers and combinations of vehicles) and railway rolling stock; together with their normal spare parts, accessories and equipment carried on board means of transport (including special equipment for the loading, unloading, handling and protection of cargo);"

Could this be the first tangible benefit of Brexit? ;)

Looks like I was wrong, as part of the Exit Agreement the government agreed to be bound by all the EU Directives that were agreed to whilst we were members!

That looks like the nun of it. Back to square 1, we are bound by their legislation.

Yes, but these can be discarded as and when the UK government decides to do so. The rebatable fuel regime set out in the Directive seems - if the budget is to be believed - to be being discarded.

Edit: UK law was previously pretty difficult to navigate - now it will be even worse: EU legislation and UK law

God knows what it means to me, then. I have a full tank of red, bought in 2019 but since then my boat has only moved from its berth to the lift out ashore last October.

Yes, but that doesn't mean it can't change. The legislation arising from the budget will take precedence over any retained EU legislation and thus change it. It took from 1973 to get to where we are, so I would imagine it would take a few years to unwrap the EU from our law (if that is what the government wishes). I would hope that IP law would change - but it probably won't given that it supports large businesses and their rentier expectations.
