This process is known 'in the trade' as piggy-backing and is frequently used when positioning oil rigs in bad holding ground. It generally works, although it has been known to piggyback on piggyback (three anchors). They can be a real pain to retrieve, and a tripping line is recommended to break them out. It can be a real birds nest if the wires or chains foul around the flukes, so use with caution in a strong tideway with poor ground.

If you are lucky enough and if the two anchors are well set.. Yes it will work.. but you have NO guaranty that the two will set.. If the wind (or current) is changing, and 180º change are not unusual, you have also no guaranties that the two anchors will stay buried..
I also fully agree, don't attach the second anchor to the first one.. you have good chance to desequilibrate it.. attach it on the chain (shackle) of the first one..

This technique was valuable with the old technology anchors with poor holding.. news anchors have a much more powerful holding and you don't need anymore to use such complicated technics..
