Having lived aboard for a few years now I can tell you that the gilt has worn off and the stars are gone from my eyes.
I have a 40 footer and I can tell you in all honesty that space is at a premium. I feel that 22ft is far too small and that you would go stir crazy in a very short space of time.
Only paperwork I have ever been asked for is SSR certificate, passport and insurance (and mostly just the first two)
Procedures on arrival will depend on the marina/port you are visiting. The bigger marinas usually have someone in a dorey to show you to a berth. At others you simply pick up a...
I for one would certainly not cross without radar.
Last time across there were three lanes of big boys each side, all about 2 miles apart fore and aft and 2 miles between lanes.
Then there were the faster boys overtaking the slow ones and the odd ship heading in-shore to pick up or drop pilots...
The Revenue have a very good web-site relating to ex-pats. Included on this site is the information you need relating to income and pensions sourced from the UK.
From the information on that site you will get a very good idea of the options open to you

Re: Computer Links. NMEA & Data
What you want to do is not only feasible, its been done by me for one.
As another has said, you will need a NMEA multiplexer. This is because the protocol does not allow more than two talkers on one system without this smart little bit of kit. I got mine...
