    I did wonder whether your shaft seal is of the type using a jubilee clamp that may have been over-tightened on the prop- shaft to prevent water ingress However, it seems that that fouling is the culprit, on the keel. but all previous ideas were based on removal of shaft and engine works.     Can I make a guess that this problem is perhaps a common one and that adjustment may be via the hexagonal brass adjuster on one of the arms shown, so that bending is not required. I may be wrong though.! ianat182

    Suggest you replace the brass/bronze lever, with a drill to fit the roll pin hole, then a long steel tube/pipe over the handle. Apply heat/hot water/penetrating oil to the fitting, and then lever open the cam. Good luck! ianat182
