That and a G-clamp and a bit of tubing or a socket large enough to allow the square drive to pass through. If that doesn't shift things I'd also want to try an air hammer or SDS drill with a blunt chisel/flat face punch on the end, as the impulse is often effective at freeing things off. Once apart remove all the corrosion as that's what's gluing it up; wire brush in a drill will be fastest.

Suggest you replace the brass/bronze lever, with a drill to fit the roll pin hole, then a long steel tube/pipe over the handle. Apply heat/hot water/penetrating oil to the fitting, and then lever open the cam. Good luck!
