Is it simply an art installation on an old pile or the remains of something which has or had a function? Picture taken a short way downriver from south dock looking towards the isle of dogs

Looks like a load of concrete rebar welded together.

Sculpture, maybe commenting on the massive "regeneration" of the area with reinforced concrete as the primary constructing material?
