It's one of those parasailing tow boats ... they launch you off the platform.

I seem to recall seeing something like this in the Middle East.
It was a larger version of a Jet Ski that took 3 or 4 people at once, and has a very tight turning circle to add to the fun.

Agree that its a ski tow boat of some sort - there is baby one in our marina with a gantry thing and a platform on the back end, but I've never seen what it does. It seems to be very wobby at low speeds though.
