Is it possible to change the gear cable in shallow water ( by paddling ) or is it impossible on my boat water shallow and do it of a ladder

Difficult and very difficult if you have a bathing platform.
There is a cable clamp on the leading edge of the drive and ideally the drive needs to be down to aid threading the cable through the hose visible inside the transom.

You could beach it and doit at low water

Not impossible but a pain in the bum. If you need to, try and ballast the bow down.

Have you done it this way

do this in the water and you risk dropping something or 'better' still having a leak
i'd beach it if you can still do it with the leg up and put something under it to catch the washers
