Not unless your television and video can handle NTSC which is the american standard.
Most of Europe I believe uses PAL but France uses Secam, I am not sure but I think Secam will play back on PAL equipment though.
DVD is a different matter though, you can watch an NTSC dvd on your computer, you would still require an NTSC television to play it back in the living room though.

Many VHS video recorders now have the ability to play back NTSC tapes from the US. In this case you do not need an NTSC TV as the video machine itself does all the necessary decoding and can feed the signal to a PAL TV. The situation with DVD is similar but with the added complication of regional encoding. UK/Europe is region 2, USA is region 1. Many DVD players sold in the UK are set to region 2 which means that they won't play US DVDs straight out of the box. Often however they can be set to play all regions by entering the correct codes or button combinations, but that is a whole different story and there are lots of web sites that tell you how to do it. Some DVD players are sold as 'multiregion', sometimes at a premium price and these will play any DVD also. It's all designed to confuse the general publicI'm afraid! Hope this helps.
some DVD players will do the conversion from NTSC to PAL - either automatically or as required. I had a problem with my system where both the TV and the DVD were set up to do an automatic change, and they got confused as to which was doing it, - fine when one was set to manual.
Also be aware that there are different versions of PAL e.g. Australia uses PAL but if you watch an australian videomachine on a UK TV you will be able to see the picture or hear the sound, but not together as the frequency separation between sound and video is different to UK.
Yes it is. Difference is only in conectors ( as I know ! ) . I check on my Video and there is NTSC - PAL switch. Now I am eager to try and I shell order in US and give you info how / is it works.
I am seeking for Instructional video for Raymarine Radar and found it only on few places in US . Cost 29 $ + S/H. Unfortunatelly in UK I do not find it.
